Dear Honorable Senator Schumer:
Today I ask you to please vote “NO” on the current FAA Reauthorization Act (“Bill”). This letter is written to you on behalf of all Quiet Rockland members, in solidarity with 47,000 residents of Orangetown NY, 300,000 residents of Rockland County NY, and over 30,000,000 Americans adversely affected by the FAA’s ill-conceived proposed “NY/NJ/PHL Airspace Redesign”. Quiet Rockland opposes all sought fast-tracking and blank-check-financing of FAA mismanagement. We oppose the lobbyist aero-enablers who have come to expect unchecked profligate aviation spending to feather their own respective nests. We have no objection to bona fide technological improvements enhancing aviation safety. We fully support the NATCA refusal to ever again accept FAA-imposed “work rules” during any future collective bargaining impasse. But we categorically repudiate unchecked repeated cash infusions to a Tombstone Agency that currently acts like they don’t care if we live or die. Please say “NO” to FAA Reauthorization, Senator.
Quiet Rockland is a non-partisan group. We do not support, and we REJECT, the FAA Reauthorization Act as written. Any misguided “Yes” vote for this Bill as currently-constituted, will threaten to render Congress powerless over current and future FAA malfeasance and economic waste. The bad far outweighs the good in this Reauthorization Bill. I respectfully request that you as a Senator-Member of the Senate Finance Committee please closely examine the two (2) Government Accountability Office (GAO) Reports on FAA and ARC. I ask that you do so before even considering any support of planned massive funding increases. Current monies should not be spent on inchoate-illusory NextGen. Current monies should not be spent on NextGen’s artificially-linked fatally-flawed component, the harmful FAA-proposed NY/NJ/PHL Airspace Redesign. FAA continues to fail royally on these and its other initiatives, according to the new GAO audit and testimony and other available statistics and data:

The above-linked GAO Reports serve as constructive notice to each of us as Americans of the bungled methodology of FAA’s multi-billion-dollar “projects”. At minimum, Congress must impose crafted amendments to the Bill preventing any recurrence of this now-documented gross FAA waste and mismanagement of the people’s money. FAA must address and fix its own bizarre entropic systems before obtaining any funding - much less anything resembling a blank-check from the Senate Finance Committee.
FAA needs to be given a time-out, and then a massive do-over. FAA cannot be allowed to continue operate multi-billion-dollar “projects” without cost-benefit analysis, risk analysis, benchmarks, or any other meaningful accountability to citizens. That is NO WAY to run a federal agency integral to our economy much less responsible for aviation safety and the lives of innocent Americans. I trust that you agree, Senator.
It is imperative to the well-being of Americans that your United States Senate Committee On Finance vocally and forcefully votes a decisive thumbs-down “NO” in opposition to the current FAA Reauthorization Bill. Thank you for your time and consideration, as always.

For the reasons which follow below, Quiet Rockland, a citizen group whose actions run consonant with 47,000 in Orangetown NY; 300,000 in Rockland County NY; and 30,000,000 in the Northeast – asks that you and The House Committee on Transportation and Infrastructure please cause a federal and Congressional investigation to be commenced against former FAA Acting Administrator Robert Allan (“Bobby”) Sturgell and against aviation electronics government contractor Rockwell Collins (NYSE: COL).
By the very own admissions of the perpetrators, Bobby Sturgell’s FAA steered at least one major and lucrative aviation product certification to Rockwell Collins but one (1) short month prior to Sturgell’s foreknown departure date from FAA. Rockwell Collins announced last week that the company is now Sturgell’s paymaster, while even lauding publicly and to the press the “golden parachute” and stock options that Rockwell Collins just accorded Sturgell (please see, e.g., last Monday’s Rockwell Collins-filed SEC “Change-In-Control” Agreement). This was a set-up, and an unlawful one. The tripartite arrangement between Bobby Sturgell, FAA, and Rockwell Collins was and is nothing other than per se corruption at the expense of all of the rest of us. The American people look to you and your Committee, Honorable Representative Johnson, for justice. Thank you for your attention to this matter.

CEDAR RAPIDS, Iowa (December 09, 2008)
- The Federal Aviation Administration (FAA) recently granted certification for Wide Area Augmentation System (WAAS) Localizer Performance with Vertical guidance (LPV) functionality on the Bombardier Challenger 604 aircraft equipped with Rockwell Collins’ upgraded Flight Management System (FMS) and GPS-4000S global positioning system WAAS receiver.
This was a significant effort jointly funded by the FAA Air Traffic Organization’s Technical Operations (Aviation System Standards and Navigation Services) and Rockwell Collins for the FAA’s NextGen Air Traffic System, which will allow more aircraft to utilize existing airspace while increasing safety. The aircraft and crews to support the significant flight testing requirements were supplied by the FAA’s Aviation System Standards Division.
“Our work with the FAA to certify a WAAS LPV solution featuring our enhanced FMS and GPS-4000S marks an important step forward in helping more aircraft operators equip their aircraft for near-precision approaches at airports not equipped with ILS,”, said Greg Irmen, vice president and general manager, Business and Regional Systems for Rockwell Collins. “This solution, which fully integrates the GPS-4000S with the LPV capable FMS in Rockwell Collins Pro Line 4 and Pro Line 21 systems offers simple and intuitive operation”.
The same LPV solution for the FAA’s aircraft is now available to all Challenger 604 operators through Rockwell Collins’ dealers.
WAAS improves the availability and integrity of GPS navigation, enabling suitably equipped FMS to provide horizontal and vertical navigation to category I equivalent minimums for all users at all locations within the service area, without requiring airport-based transmitters or other supporting functionality. Additionally, WAAS provides service for all classes of aircraft in all flight operations in its coverage, including en-route navigation, airport departures and airport arrivals. This includes CAT I equivalent approaches with minimums as low as 200 feet at locations throughout the U.S. National Airspace System (WAAS).

Will Lead Washington Operations for Rockwell Collins
Former FAA Acting Administrator Bobby Sturgell is heading out of government service and has landed will land a job with Rockwell Collins as its Senior Vice President of its Washington Operations. Sturgell will succeed Woody Hogle, who will be leading Rockwell Collins’ international operations.
Rockwell Collins notes that “Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business Sturgell, who served as acting administrator of the Federal Aviation Administration (FAA), has joined Rockwell Collins as senior vice president of its Washington Operations. Sturgell succeeds Woody Hogle, who will be leading Rockwell Collins’ international operations.”
In his new role, Sturgell will be responsible for developing and implementing the company’s governmental, regulatory, legislative and industrial affairs strategies, and for maintaining relationships with Congressional members, staff and other administration officials.
“Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business,” said Rockwell Collins Chairman, President and Chief Executive Officer Clay Jones.
As acting FAA Administrator, Sturgell oversaw the regulation of commercial and private aviation in the United States. He also led the agency’s day-to-day operations, capital programs and modernization efforts. Before joining the FAA, Sturgell served as the senior policy advisor at the NTSB and was the focal point for analysis and coordination of the NTSB’s safety recommendations, policies, programs and safety initiatives. Sturgell came to the federal sector after flying for United Airlines, where he was a flight operations supervisor and line pilot. He flew Boeing 757 and 767 airplanes on domestic and international routes. Sturgell also practiced aviation law in Washington, D.C.
A former naval aviator, Sturgell was an instructor at Top Gun, the Navy’s Fighter Weapons School. He has flown the F-14, F-16, F-18 and A-4 aircraft, and retired from the Navy as a commander. He is a graduate of the U.S. Naval Academy and the University of Virginia School of Law. Sturgell, his wife, Lynn, and son reside in the Washington, D.C., area.

-- Rockwell Collins’ board of directors has approved golden parachute language that would provide for huge payouts to top executives in the event of a change in control of the business.
The “change in control agreement” was filed Monday with the Securities and Exchange Commission. It applies to 16 high-level executives.
Golden parachutes are typically conferred as part of a anti-takeover defense strategy rather than as an executive perk.
The language of the agreement indicates that at least some within Rockwell Collins believe the company could become an acquisition target.
“The board believes it is imperative to diminish the inevitable distraction of the executive by virtue of the personal uncertainties and risks created by a pending or threatened change of control and to encourage the executive’s full attention and dedication to the company...” the document says in part.
If a “change of control event” triggers the agreement, the monthly base salary for the covered executives would become equal to 12 times their previous highest monthly pay. The executives would also protect the executives’ other perks, including bonuses, retirement plans, medical and prescription plan, expenses, fringe benefits, and even office and support staff.
The executives named would, for instance, be entitled to an office, furnishings, appointments and exclusive personal secretarial and other assistance “at least equal to the most favorable of the foregoing” provided to the executive in the 120-day period before the event that triggered the agreement.
Thirteen Rockwell Collins executives would be covered by the golden parachutes for a three-year period in the event of a change in control. Three other executives would be covered for a two-year period.
In the three-year category are executives Clayton M. Jones, Barry M. Abzug, Patrick E. Allen, John-Paul E. Besong, Gary R. Chadick, Gregory S. Churchill, Walter S. Hogle Jr., Ronald W. Kirchenbauer, Nan Mattai, Jeffrey A. Moore, Robert K. Ortberg, Kent L. Statler and Robert A. Sturgell.
In the two-year category are David H. Brehm, Marsha A. Schulte and David S. Rokos.
The executives were not identified by title.

Dear Representative Johnson:
For the reasons which follow below, Quiet Rockland, a citizen group whose actions run consonant with 47,000 in Orangetown NY; 300,000 in Rockland County NY; and 30,000,000 in the Northeast – asks that you and The House Committee on Transportation and Infrastructure please cause a federal and Congressional investigation to be commenced against former FAA Acting Administrator Robert Allan (“Bobby”) Sturgell and against aviation electronics government contractor Rockwell Collins (NYSE: COL).
By the very own admissions of the perpetrators, Bobby Sturgell’s FAA steered at least one major and lucrative aviation product certification to Rockwell Collins but one (1) short month prior to Sturgell’s foreknown departure date from FAA. Rockwell Collins announced last week that the company is now Sturgell’s paymaster, while even lauding publicly and to the press the “golden parachute” and stock options that Rockwell Collins just accorded Sturgell (please see, e.g., last Monday’s Rockwell Collins-filed SEC “Change-In-Control” Agreement). This was a set-up, and an unlawful one. The tripartite arrangement between Bobby Sturgell, FAA, and Rockwell Collins was and is nothing other than per se corruption at the expense of all of the rest of us. The American people look to you and your Committee, Honorable Representative Johnson, for justice. Thank you for your attention to this matter.

- The Federal Aviation Administration (FAA) recently granted certification for Wide Area Augmentation System (WAAS) Localizer Performance with Vertical guidance (LPV) functionality on the Bombardier Challenger 604 aircraft equipped with Rockwell Collins’ upgraded Flight Management System (FMS) and GPS-4000S global positioning system WAAS receiver.
This was a significant effort jointly funded by the FAA Air Traffic Organization’s Technical Operations (Aviation System Standards and Navigation Services) and Rockwell Collins for the FAA’s NextGen Air Traffic System, which will allow more aircraft to utilize existing airspace while increasing safety. The aircraft and crews to support the significant flight testing requirements were supplied by the FAA’s Aviation System Standards Division.
“Our work with the FAA to certify a WAAS LPV solution featuring our enhanced FMS and GPS-4000S marks an important step forward in helping more aircraft operators equip their aircraft for near-precision approaches at airports not equipped with ILS,”, said Greg Irmen, vice president and general manager, Business and Regional Systems for Rockwell Collins. “This solution, which fully integrates the GPS-4000S with the LPV capable FMS in Rockwell Collins Pro Line 4 and Pro Line 21 systems offers simple and intuitive operation”.
The same LPV solution for the FAA’s aircraft is now available to all Challenger 604 operators through Rockwell Collins’ dealers.
WAAS improves the availability and integrity of GPS navigation, enabling suitably equipped FMS to provide horizontal and vertical navigation to category I equivalent minimums for all users at all locations within the service area, without requiring airport-based transmitters or other supporting functionality. Additionally, WAAS provides service for all classes of aircraft in all flight operations in its coverage, including en-route navigation, airport departures and airport arrivals. This includes CAT I equivalent approaches with minimums as low as 200 feet at locations throughout the U.S. National Airspace System (WAAS).

Former FAA Acting Administrator Bobby Sturgell is heading out of government service and has landed will land a job with Rockwell Collins as its Senior Vice President of its Washington Operations. Sturgell will succeed Woody Hogle, who will be leading Rockwell Collins’ international operations.
Rockwell Collins notes that “Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business Sturgell, who served as acting administrator of the Federal Aviation Administration (FAA), has joined Rockwell Collins as senior vice president of its Washington Operations. Sturgell succeeds Woody Hogle, who will be leading Rockwell Collins’ international operations.”
In his new role, Sturgell will be responsible for developing and implementing the company’s governmental, regulatory, legislative and industrial affairs strategies, and for maintaining relationships with Congressional members, staff and other administration officials.
“Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business,” said Rockwell Collins Chairman, President and Chief Executive Officer Clay Jones.
As acting FAA Administrator, Sturgell oversaw the regulation of commercial and private aviation in the United States. He also led the agency’s day-to-day operations, capital programs and modernization efforts. Before joining the FAA, Sturgell served as the senior policy advisor at the NTSB and was the focal point for analysis and coordination of the NTSB’s safety recommendations, policies, programs and safety initiatives. Sturgell came to the federal sector after flying for United Airlines, where he was a flight operations supervisor and line pilot. He flew Boeing 757 and 767 airplanes on domestic and international routes. Sturgell also practiced aviation law in Washington, D.C.
A former naval aviator, Sturgell was an instructor at Top Gun, the Navy’s Fighter Weapons School. He has flown the F-14, F-16, F-18 and A-4 aircraft, and retired from the Navy as a commander. He is a graduate of the U.S. Naval Academy and the University of Virginia School of Law. Sturgell, his wife, Lynn, and son reside in the Washington, D.C., area.

-- Rockwell Collins’ board of directors has approved golden parachute language that would provide for huge payouts to top executives in the event of a change in control of the business.
The “change in control agreement” was filed Monday with the Securities and Exchange Commission. It applies to 16 high-level executives.
Golden parachutes are typically conferred as part of a anti-takeover defense strategy rather than as an executive perk.
The language of the agreement indicates that at least some within Rockwell Collins believe the company could become an acquisition target.
“The board believes it is imperative to diminish the inevitable distraction of the executive by virtue of the personal uncertainties and risks created by a pending or threatened change of control and to encourage the executive’s full attention and dedication to the company...” the document says in part.
If a “change of control event” triggers the agreement, the monthly base salary for the covered executives would become equal to 12 times their previous highest monthly pay. The executives would also protect the executives’ other perks, including bonuses, retirement plans, medical and prescription plan, expenses, fringe benefits, and even office and support staff.
The executives named would, for instance, be entitled to an office, furnishings, appointments and exclusive personal secretarial and other assistance “at least equal to the most favorable of the foregoing” provided to the executive in the 120-day period before the event that triggered the agreement.
Thirteen Rockwell Collins executives would be covered by the golden parachutes for a three-year period in the event of a change in control. Three other executives would be covered for a two-year period.
In the three-year category are executives Clayton M. Jones, Barry M. Abzug, Patrick E. Allen, John-Paul E. Besong, Gary R. Chadick, Gregory S. Churchill, Walter S. Hogle Jr., Ronald W. Kirchenbauer, Nan Mattai, Jeffrey A. Moore, Robert K. Ortberg, Kent L. Statler and Robert A. Sturgell.
In the two-year category are David H. Brehm, Marsha A. Schulte and David S. Rokos.
The executives were not identified by title.

Dear Representative Coble:
For the reasons which follow below, Quiet Rockland, a citizen group whose actions run consonant with 47,000 in Orangetown NY; 300,000 in Rockland County NY; and 30,000,000 in the Northeast – asks that you and The House Committee on Transportation and Infrastructure please cause a federal and Congressional investigation to be commenced against former FAA Acting Administrator Robert Allan (“Bobby”) Sturgell and against aviation electronics government contractor Rockwell Collins (NYSE: COL).
By the very own admissions of the perpetrators, Bobby Sturgell’s FAA steered at least one major and lucrative aviation product certification to Rockwell Collins but one (1) short month prior to Sturgell’s foreknown departure date from FAA. Rockwell Collins announced last week that the company is now Sturgell’s paymaster, while even lauding publicly and to the press the “golden parachute” and stock options that Rockwell Collins just accorded Sturgell (please see, e.g., last Monday’s Rockwell Collins-filed SEC “Change-In-Control” Agreement). This was a set-up, and an unlawful one. The tripartite arrangement between Bobby Sturgell, FAA, and Rockwell Collins was and is nothing other than per se corruption at the expense of all of the rest of us. The American people look to you and your Committee, Honorable Representative Coble, for justice. Thank you for your attention to this matter.

Rockwell Collins’ LPV solution now available to Challenger 604 Operators
CEDAR RAPIDS, Iowa (December 09, 2008)
- The Federal Aviation Administration (FAA) recently granted certification for Wide Area Augmentation System (WAAS) Localizer Performance with Vertical guidance (LPV) functionality on the Bombardier Challenger 604 aircraft equipped with Rockwell Collins’ upgraded Flight Management System (FMS) and GPS-4000S global positioning system WAAS receiver.
This was a significant effort jointly funded by the FAA Air Traffic Organization’s Technical Operations (Aviation System Standards and Navigation Services) and Rockwell Collins for the FAA’s NextGen Air Traffic System, which will allow more aircraft to utilize existing airspace while increasing safety. The aircraft and crews to support the significant flight testing requirements were supplied by the FAA’s Aviation System Standards Division.
“Our work with the FAA to certify a WAAS LPV solution featuring our enhanced FMS and GPS-4000S marks an important step forward in helping more aircraft operators equip their aircraft for near-precision approaches at airports not equipped with ILS,”, said Greg Irmen, vice president and general manager, Business and Regional Systems for Rockwell Collins. “This solution, which fully integrates the GPS-4000S with the LPV capable FMS in Rockwell Collins Pro Line 4 and Pro Line 21 systems offers simple and intuitive operation”.
The same LPV solution for the FAA’s aircraft is now available to all Challenger 604 operators through Rockwell Collins’ dealers.
WAAS improves the availability and integrity of GPS navigation, enabling suitably equipped FMS to provide horizontal and vertical navigation to category I equivalent minimums for all users at all locations within the service area, without requiring airport-based transmitters or other supporting functionality. Additionally, WAAS provides service for all classes of aircraft in all flight operations in its coverage, including en-route navigation, airport departures and airport arrivals. This includes CAT I equivalent approaches with minimums as low as 200 feet at locations throughout the U.S. National Airspace System (WAAS).

Will Lead Washington Operations for Rockwell Collins
Former FAA Acting Administrator Bobby Sturgell is heading out of government service and has landed will land a job with Rockwell Collins as its Senior Vice President of its Washington Operations. Sturgell will succeed Woody Hogle, who will be leading Rockwell Collins’ international operations.
Rockwell Collins notes that “Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business Sturgell, who served as acting administrator of the Federal Aviation Administration (FAA), has joined Rockwell Collins as senior vice president of its Washington Operations. Sturgell succeeds Woody Hogle, who will be leading Rockwell Collins’ international operations.”
In his new role, Sturgell will be responsible for developing and implementing the company’s governmental, regulatory, legislative and industrial affairs strategies, and for maintaining relationships with Congressional members, staff and other administration officials.
“Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business,” said Rockwell Collins Chairman, President and Chief Executive Officer Clay Jones.
As acting FAA Administrator, Sturgell oversaw the regulation of commercial and private aviation in the United States. He also led the agency’s day-to-day operations, capital programs and modernization efforts. Before joining the FAA, Sturgell served as the senior policy advisor at the NTSB and was the focal point for analysis and coordination of the NTSB’s safety recommendations, policies, programs and safety initiatives. Sturgell came to the federal sector after flying for United Airlines, where he was a flight operations supervisor and line pilot. He flew Boeing 757 and 767 airplanes on domestic and international routes. Sturgell also practiced aviation law in Washington, D.C.
A former naval aviator, Sturgell was an instructor at Top Gun, the Navy’s Fighter Weapons School. He has flown the F-14, F-16, F-18 and A-4 aircraft, and retired from the Navy as a commander. He is a graduate of the U.S. Naval Academy and the University of Virginia School of Law. Sturgell, his wife, Lynn, and son reside in the Washington, D.C., area.

-- Rockwell Collins’ board of directors has approved golden parachute language that would provide for huge payouts to top executives in the event of a change in control of the business.
The “change in control agreement” was filed Monday with the Securities and Exchange Commission. It applies to 16 high-level executives.
Golden parachutes are typically conferred as part of a anti-takeover defense strategy rather than as an executive perk.
The language of the agreement indicates that at least some within Rockwell Collins believe the company could become an acquisition target.
“The board believes it is imperative to diminish the inevitable distraction of the executive by virtue of the personal uncertainties and risks created by a pending or threatened change of control and to encourage the executive’s full attention and dedication to the company...” the document says in part.
If a “change of control event” triggers the agreement, the monthly base salary for the covered executives would become equal to 12 times their previous highest monthly pay. The executives would also protect the executives’ other perks, including bonuses, retirement plans, medical and prescription plan, expenses, fringe benefits, and even office and support staff.
The executives named would, for instance, be entitled to an office, furnishings, appointments and exclusive personal secretarial and other assistance “at least equal to the most favorable of the foregoing” provided to the executive in the 120-day period before the event that triggered the agreement.
Thirteen Rockwell Collins executives would be covered by the golden parachutes for a three-year period in the event of a change in control. Three other executives would be covered for a two-year period.
In the three-year category are executives Clayton M. Jones, Barry M. Abzug, Patrick E. Allen, John-Paul E. Besong, Gary R. Chadick, Gregory S. Churchill, Walter S. Hogle Jr., Ronald W. Kirchenbauer, Nan Mattai, Jeffrey A. Moore, Robert K. Ortberg, Kent L. Statler and Robert A. Sturgell.
In the two-year category are David H. Brehm, Marsha A. Schulte and David S. Rokos.
The executives were not identified by title.

For the reasons which follow below, Quiet Rockland, a citizen group whose actions run consonant with 47,000 in Orangetown NY; 300,000 in Rockland County NY; and 30,000,000 in the Northeast – asks that you and The House Committee on Transportation and Infrastructure please cause a federal and Congressional investigation to be commenced against former FAA Acting Administrator Robert Allan (“Bobby”) Sturgell and against aviation electronics government contractor Rockwell Collins (NYSE: COL).
By the very own admissions of the perpetrators, Bobby Sturgell’s FAA steered at least one major and lucrative aviation product certification to Rockwell Collins but one (1) short month prior to Sturgell’s foreknown departure date from FAA. Rockwell Collins announced last week that the company is now Sturgell’s paymaster, while even lauding publicly and to the press the “golden parachute” and stock options that Rockwell Collins just accorded Sturgell (please see, e.g., last Monday’s Rockwell Collins-filed SEC “Change-In-Control” Agreement). This was a set-up, and an unlawful one. The tripartite arrangement between Bobby Sturgell, FAA, and Rockwell Collins was and is nothing other than per se corruption at the expense of all of the rest of us. The American people look to you and your Committee, Honorable Representative Coble, for justice. Thank you for your attention to this matter.

Rockwell Collins’ LPV solution now available to Challenger 604 Operators
CEDAR RAPIDS, Iowa (December 09, 2008)
- The Federal Aviation Administration (FAA) recently granted certification for Wide Area Augmentation System (WAAS) Localizer Performance with Vertical guidance (LPV) functionality on the Bombardier Challenger 604 aircraft equipped with Rockwell Collins’ upgraded Flight Management System (FMS) and GPS-4000S global positioning system WAAS receiver.
This was a significant effort jointly funded by the FAA Air Traffic Organization’s Technical Operations (Aviation System Standards and Navigation Services) and Rockwell Collins for the FAA’s NextGen Air Traffic System, which will allow more aircraft to utilize existing airspace while increasing safety. The aircraft and crews to support the significant flight testing requirements were supplied by the FAA’s Aviation System Standards Division.
“Our work with the FAA to certify a WAAS LPV solution featuring our enhanced FMS and GPS-4000S marks an important step forward in helping more aircraft operators equip their aircraft for near-precision approaches at airports not equipped with ILS,”, said Greg Irmen, vice president and general manager, Business and Regional Systems for Rockwell Collins. “This solution, which fully integrates the GPS-4000S with the LPV capable FMS in Rockwell Collins Pro Line 4 and Pro Line 21 systems offers simple and intuitive operation”.
The same LPV solution for the FAA’s aircraft is now available to all Challenger 604 operators through Rockwell Collins’ dealers.
WAAS improves the availability and integrity of GPS navigation, enabling suitably equipped FMS to provide horizontal and vertical navigation to category I equivalent minimums for all users at all locations within the service area, without requiring airport-based transmitters or other supporting functionality. Additionally, WAAS provides service for all classes of aircraft in all flight operations in its coverage, including en-route navigation, airport departures and airport arrivals. This includes CAT I equivalent approaches with minimums as low as 200 feet at locations throughout the U.S. National Airspace System (WAAS).

Will Lead Washington Operations for Rockwell Collins
Former FAA Acting Administrator Bobby Sturgell is heading out of government service and has landed will land a job with Rockwell Collins as its Senior Vice President of its Washington Operations. Sturgell will succeed Woody Hogle, who will be leading Rockwell Collins’ international operations.
Rockwell Collins notes that “Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business Sturgell, who served as acting administrator of the Federal Aviation Administration (FAA), has joined Rockwell Collins as senior vice president of its Washington Operations. Sturgell succeeds Woody Hogle, who will be leading Rockwell Collins’ international operations.”
In his new role, Sturgell will be responsible for developing and implementing the company’s governmental, regulatory, legislative and industrial affairs strategies, and for maintaining relationships with Congressional members, staff and other administration officials.
“Bobby’s extensive experience and strong working relationships, in Washington D.C. as well as the aerospace and defense industry, will help ensure we are well-positioned to provide perspective and insight regarding policy and legislation important to our business,” said Rockwell Collins Chairman, President and Chief Executive Officer Clay Jones.
As acting FAA Administrator, Sturgell oversaw the regulation of commercial and private aviation in the United States. He also led the agency’s day-to-day operations, capital programs and modernization efforts. Before joining the FAA, Sturgell served as the senior policy advisor at the NTSB and was the focal point for analysis and coordination of the NTSB’s safety recommendations, policies, programs and safety initiatives. Sturgell came to the federal sector after flying for United Airlines, where he was a flight operations supervisor and line pilot. He flew Boeing 757 and 767 airplanes on domestic and international routes. Sturgell also practiced aviation law in Washington, D.C.
A former naval aviator, Sturgell was an instructor at Top Gun, the Navy’s Fighter Weapons School. He has flown the F-14, F-16, F-18 and A-4 aircraft, and retired from the Navy as a commander. He is a graduate of the U.S. Naval Academy and the University of Virginia School of Law. Sturgell, his wife, Lynn, and son reside in the Washington, D.C., area.

-- Rockwell Collins’ board of directors has approved golden parachute language that would provide for huge payouts to top executives in the event of a change in control of the business.
The “change in control agreement” was filed Monday with the Securities and Exchange Commission. It applies to 16 high-level executives.
Golden parachutes are typically conferred as part of a anti-takeover defense strategy rather than as an executive perk.
The language of the agreement indicates that at least some within Rockwell Collins believe the company could become an acquisition target.
“The board believes it is imperative to diminish the inevitable distraction of the executive by virtue of the personal uncertainties and risks created by a pending or threatened change of control and to encourage the executive’s full attention and dedication to the company...” the document says in part.
If a “change of control event” triggers the agreement, the monthly base salary for the covered executives would become equal to 12 times their previous highest monthly pay. The executives would also protect the executives’ other perks, including bonuses, retirement plans, medical and prescription plan, expenses, fringe benefits, and even office and support staff.
The executives named would, for instance, be entitled to an office, furnishings, appointments and exclusive personal secretarial and other assistance “at least equal to the most favorable of the foregoing” provided to the executive in the 120-day period before the event that triggered the agreement.
Thirteen Rockwell Collins executives would be covered by the golden parachutes for a three-year period in the event of a change in control. Three other executives would be covered for a two-year period.
In the three-year category are executives Clayton M. Jones, Barry M. Abzug, Patrick E. Allen, John-Paul E. Besong, Gary R. Chadick, Gregory S. Churchill, Walter S. Hogle Jr., Ronald W. Kirchenbauer, Nan Mattai, Jeffrey A. Moore, Robert K. Ortberg, Kent L. Statler and Robert A. Sturgell.
In the two-year category are David H. Brehm, Marsha A. Schulte and David S. Rokos.
The executives were not identified by title.
